Rêfê-cè Bî (/ˈrɘfɘ/ /cè/ [local] [man]) is a subtropical Town located in the G̈îvrêhêsi Zone of the Union of Engineers.

The name Rêfê-cè Bî is derived from the Iron Elvish language, as Rêfê-cè Bî was founded by Brelêm Treshesèj, who was culturaly Iron Elven.

Climate

Rêfê-cè Bî has a yearly average temperature of 19°C (66°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a cold 9°C (48°F). Rêfê-cè Bî receives an average of 215 cm/y (84 in/y) of precipitation, most of which comes in the form of rain during the fall. Rêfê-cè Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 766 m (2513 ft) above sea level.

Overview

Rêfê-cè Bî was founded durring the late 15th century in fall of the year 1367, by Brelêm Treshesèj. The establishment of the new community went well, with no major obsticles durring construction.

Rêfê-cè Bî was built using the conventions of Iron Elven durring the late 15th century. Naturaly, all settlmentss have their own look to them, and Rêfê-cè Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Rêfê-cè Bî is buildings are arranged arrounded highly ordered system of narrow packed earth streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town sits behind a stone-renforced palisade wall, with stone gatehouses and timber drawbridges for their trench. The would-be-castle fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.

A look arround Rêfê-cè Bî reveals an abundance of schools, libraries, and other academic structures. Locals can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear the town places a lot of value on education and being a learned individual.

Civic Infrastructure

Rêfê-cè Bî has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Rêfê-cè Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Rêfê-cè Bî.

Rêfê-cè Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Rêfê-cè Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Rêfê-cè Bî's public wards, blessings, and other arcane systems.

Rêfê-cè Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Rêfê-cè Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Rêfê-cè Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Rêfê-cè Bî is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

There’s more than one leader in Rêfê-cè Bî, but at least some of them are at each other’s throats. It might be a conflict between formal leadership and informal authorities, or it could be a struggle among civil officials. Their interests might diverge sharply, or it could be a personal grudge that’s boiled over. Outside threats and internal problems are likely being ignored until the power struggle is resolved.

Rêfê-cè Bî's town hall was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.

Due to the actions of local Kami, summer is long in Rêfê-cè Bî.

The Human Juju Zombie near Rêfê-cè Bî are known to be quite timid.

Rêfê-cè Bî's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves square dance to channel Necromancy energies of tier 3 via throat singing.

History

In time immemorial, reportedly some time during the early 2nd century Pond Samiti began to boil, and released a thick toxic cloud from beneath its waters which was isolated to the area around Rêfê-cè Bî, which was swallowed by the fumes for several days. Rêfê-cè Bî lost 207 people, 193 livestock, and 86 buildings in the disaster, though it is of note the local plant life flourished after the disaster. The disaster is referred to as the Doom Wind.
